The Paris Agreement is the first time in history that all countries in the world (with the exception of Syria and Nicaragua) have agreed to work together to achieve the common mitigation and adaptation objectives set out in the agreement, without making a rigid distinction between the participation of developed and developing countries. Since at least 2001, the United States has been calling for a universal agreement in its application in successive governments. To reach such an agreement, most countries have had to compromise on issues that are important to them in exchange for the higher price of reaching a collective agreement on a global challenge that can only be solved through collective action. In international negotiations, all countries expect to negotiate in good faith; If one country turns away from a hard-won deal, after others have made substantial concessions and compromises to respond to it, the entire basis of the multilateral negotiation process is undermined. For these reasons, there will be no willingness to renegotiate. Republicans have given mixed opinions on Trump`s decision to step down. Vice President Mike Pence said the Trump administration has „shown real leadership“ by pulling the United States out of international agreements that he called „a transfer of wealth from the world`s most powerful economy to other countries in the world.“ He also said he didn`t understand why Democrats and Liberals in the United States and the left around the world were dealing with climate change.   Senate Majority Leader Mitch McConnell, House Speaker Paul Ryan, presidential adviser Kellyanne Conway, and Environmental Protection Agency Administrator Scott Pruitt hailed the decision as a victory for the American middle class, workers, businesses and coal miners.    Texas Attorney General Ken Paxton called Trump`s decision „courageous“ and said it exonerated the U.S.
taxpayer.  However, Republican Senator Susan Collins of Maine criticized the decision, saying she was disappointed.  Former California Governor Arnold Schwarzenegger released a video speech in which he described Trump`s decision as a step backwards.  The Obama administration was responsible for funding $3 billion. Dollars to the Green Climate Fund, which are no longer available for climate change research. .
